it could be a dominance thing, stress, or any number of problems. i'd see a vet. but it does sound like an emotional problem. hope this helps.

Do you mean that one does it to the other?

If one is doing it to the other then one is preening the other... because it's hard to chew the feathers on your own head.

If it worries you talk to your vet.. the vet will know if it is normal and the real reason.
