Do you really mean cleaner or more sterile? If cleaner then I would go with soap and water, on the other hand if you mean more sterile than I would go with the sanitizer!

Soap and water will get your hands cleaner. Sanitizer is just that it dosn`t clean them it sanitizes them.

washing your hands with soap and water IS BETTER. the other might make you skin sensitive and fragile...which is not good..
