Blimey, talk about an open ended question! Which sausage? Which brand? Which type? There are just so many variables in the question that it's impossible to answer!
So it could be anything from seeds, to seasoning, to meat, blood, guts, or gore. Bums, tums, and toes. All depends on what sausage it is.
Never heard of fennel in sausages - but maybe I haven't come across that particular brand of sausage, made by some remote sausage maker, in some remote country.

Technically, they're anise seeds... gives sort of a slightly sweet, slightly licorice flavore. However, Italian sausage use both fennel and anise seeds.

caraway seeds, and you can buy sausages without them from the butcher counter of the grocery store. Ask for sweet italian sausage or garlic polish sausage...neither of these should have them

fennel seeds and crushed red pepper. you can mix those things into ground turkey breast yourself and make a nifty lite sausage type thing. also some garlic.

Generally, they are caraway seed. I love to crunch them with my front or eye teeth. They have almost an anise or liquorice taste.
