i've used baby oil and a real small comb to get it good and in there it's almost just like craddle cap they call it

Use grease and Olive oil. Or you could use Just for me moisturizing lotion. It works and makes the hair manageable. but mix it with the Olive oil and grease the scalp with the oil too once done put a stocking cap on her head and let her sleep through the night for a couple of days so the moisture could get in her hair and scalp.

T-gel is the most common shampoo used to relieve this particular condition. My daughter suffers from dry scalp as well. The shampoo is produced by many labels but all are the same with 'T-gel' or 'T+plus' on the label, its salicylic acid shampoo.

My Dr told me to put a good dandruff shampoo on my daughters dry hair..rub well into the scalp and leave it on overnight. In the morning wash it out ..We have not ahd any more trouble out of it.

There is a line of products from SebaMed. It is a German company and they make all different kinds of high end products for babies. I use the shampoo and it makes my son's hair, which used to be really dry, soft and keeps in the moisture. You might want to give it a try. Also, it's really safe for children. You should be able to buy it at any store that has baby supplies.

Wash her hair, then put a couple drops of baby oil in her hair, then rinse. Recommended by my doc.
Or, have you tried a drop of conditioner? I also use this method.

My advice is go to the doctor they can give you stuff to clear it up, if not try cradle cap shampoo it worked for me and i am an adult.
