Hong kong itself is not a country but Special Administrative Region of China.

While Hong Kong is now a Special Administrative Region belonging to China, it is not a state or province per se. It's a city itself.
So there is no capital city within the city of Hong Kong.

Hong Kong is a city of China, not a country! There is no capital. Before 1997, when it was part of British colony, the capital was Victoria.

This question confuses a lot of people, the answer is actually VICTORIA. Most people say Kowloon but they are wrong and although Hong Kong belongs to China officially, it still has a capital city. Scotland belongs to Britain but their capital city is Edinburgh.

Victoria is the capital of Hong Kong, take it from me, I live there for 50 years, however, hong kong is now a part of China so you could say Peking, but in china every province has a capital such as Nanning is the capital of Guangxi Province.
