it depends how fast you grow your hair
wait till your natural color has grown and blended in with your hair dye
as for your dandruff, wash your hair daily and keep it from being moist if you're not in a shower or bath

For your hair, make sure you condition with a lightweight moisturizing conditioner (like Dove, they have different ones for all hair types) every time you shower to prevent breakage/damage. In order to lighten your hair from black, you will have to bleach it. Make sure you do this little by little, otherwise you can seriously damage your hair. Try every week, starting in a month, making sure you condition religiously. After you've bleached it out several times, it should be light enough to hold an ash blonde color; you will have to dye it with a separate dye of course, because the bleach itself will not make your hair ash blonde. Dandruff is best removed with a dandruff shampoo, give it a couple of weeks. Oily hair can be caused by overshampooing (which dries out scalp and strips your hair of essential oils. this causes overproduction of the oils), so try only shampooing once a day/ once every two days. Instead, just rinse your hair with water in the shower.
