In the UK as a rule there are two specific types of alcohol licences. OFF & ON.
OFF - this means that you may sell alcohol, but it may only be consumed off the premises.
ON - Really is the opposite of the above.
Also without any dispensation OFF can only trade between 8am - 10pm.

Because the alcohol licence they have is an 'off licence' meaning that they cannot sell booze for consumption 'on' the premises, only 'off'.
On the other hand pubs, restaurants etc..have an 'on licence'

its because any alcohol sold there is to be consumed OFF the premises

unlike a pub their licence is different, most have a licence which permits them for sale of alcohol ON the premises.

although the new licencing laws have now come into force, most pubs are licenced for sale of alcohol ON and OFF the premises

Because pubs etc have a licence to sell alcohol to be consumed ON their premises and OFF licences have a licence to sell alcohol to be consumed not on but OFF their premises.

when a pub is open it needs a licence to sell alcohol and when its closed its not allowed to sell, so after hours it was allowed to sell alcohol to be consumed off the premisis and so any where that sells alcohol to be consumed off the premisis is called an off licence , sorry for me spelling
