Live in a place where it is mostly spoken, try to speak it all the time and get a voice coach like movie actors sometimes do. Each language you learn will tend to have its own native accents so you will probably need to have one of those to sound natural.

you always have an accent of where that language is from. but to minimize it, go to the country where the language is from (like if you wanna know spanish, go spend a few years in spain). the more time you spend there the less of your original accent will appear. take note the way people say things and stop thinking in your original language.

It depends on efforts that you devote...But it also depends on your native language, I mean in what measure the sounds of letter of your native language match with the foreign language you want to speak. For example, Russians speak very hard English, cause the sounds of letters in their alphabet differs form English letters' sounds.

without the foreign languages own accent? you dont. umm it helps to listen to a native speaker for a while. i can mimic pretty much any accent after listening to it for like 30 seconds.

Practice speaking the language with somebody who speaks it as their home language... They will help you to improve and perhaps even perfect your pronunciation.

It depends of your age. The younger, the better.
Also depends of the phonetic similitude toward your own language. If you are Dane, will be very easy to learn Norwegian, or if you are Dutch will be pretty easy to learn English (phonetically)
