Briefly, and this can be expanded, it means that to be "at the top of the tree" is pretty good, and you will have achieved. BUT, don't just aim for the top of the tree, in case you fall short. Aim for the sky & you are sure to reach the treetop!

It means that for every goal you have, in order to reach it you have to aim and shoot well past it in order to hit your goal.
EXAMPLE:
If you want to reach the number 10, you have to aim for 15 or more. You won't normally hit the number you aimed for but there's a good chance you'll hit the number 10.
