Pattern of behavior that's characteristic of dogs is tail wagging. Most people would recognize that loose, free tail wagging indicates pleasure and a general friendliness. Exaggerated tail wagging, which extends to the entire rump, is seen in subordinate dogs - as well as dogs with very short tails.

The tail, however, is also an indicator of other emotions. A tail waved slowly and stiffly, in line with the back, expresses anger. Clamped low over the dog's hindquarters, it's a sign that the dog is afraid. Anxious or nervous dogs may stiffly wag their drooping tails as a sign of appeasement.

To read his mood correctly, you must watch for other body signals at the same time.

Dogs wag their tails for many reasons. Most people think that they only wag their tails when they are happy but that's not true. They also wag them if they are nervous, or if they are about to attack. You will know the difference if you are familiar with the dog, but if there is another dog around and the dog is barking and wagging his tail, it doesn't necessarily mean he wants to make friends. Most likely, if it's just you and your dog he wags it to be happy, but just wanted to let you know that it can mean other things as well.

it could be because they're excited.
which would explain why they wag when they meet someone new, or when they see you approach and roll over so you to pet their belly. . .only to stop once you actually start petting.

It's just my best guess.
Cuz the dogs that are agitated and bark through fences are often wagging at the same time.

Its actually an involuntary muscular reaction to excitement. Guy have that problem too, except it doesnt wag.

Like the post above, i agree, its stimulation, either positive or negative.

Because they will look silly if they will wag their heads (just joking). Because it's their way of showing their masters their appreciation.
