The closest you'll get is to seal the ingredients in glass, like the way some chinese herbal medicine package their liquid potions in little 2 ml glass tubes. Some liquid form pharma drugs are still packaged this way as well.
Once the content is sealed and the package washed, there will be no smell what so ever.
Anything plastic or nylon in nature are actually porous and thus traps and leaks aroma.

Try the AL-R8 SI.
The sealed insert is a stainless steel container that will be placed inside a modified AL-R8 container to stage pits. A pit is a hollow sphere of plutonium metal which is the primary fissionable material in nuclear weapons (warheads and bombs). It is hermetically sealed by a cladding material, which is usually stainless steel. Personnel exposures to ionizing radiation from the pits in storage are expected to decrease due to the attenuation provided by the new SI.

i "know a guy who knows a guy who" used double turkey bags to mail some herbal products across the country (Oakland CA to NY NY). the contents weighed exactly one ounce and arrived at their destination without delay or event of any sort. i doubt it was dumb luck.
