When I go to get my hair cut the girl that washes my hair starts massaging my back in a way that I feel that a happy ending would be the next logical step, however, this is in a public place and she's not chinese, she's hispanic. So what exactly is the proper etiquette in this situation?

to enjoy the massage and realize she is doing that as part of her job, not as a sexual release for you. Do the right thing and tip her properly.

If you are going to sit around and do nothing... the solution won't fall into your lap. Do something..Be strong and ask her out! What's the worst that could happen?
