It starts out fun for both, as simple rough housing.... my brother does this. And won't stop when i tell him to either.

Yes, it is. And I would keep your brother away from your children until he will listen to you! And if that is never, then never will he see his nieces/nephews.

It depends on the child's reaction.. if he has a smile on his face or is giggling when he says it or after he says it.. then no.
But if he is crying or has a look of distress on his face.. I would be worried if your brother doesn't stop.
Try bringing it to his attention if you feel that there is foul play. And from there if nothing happens and he still continues to rough house when the child says to stop.. i would really consider telling someone for the child's sake.

I think you were trying to say 'ow' or 'owie' ? I think anytime anyone, not just a child, says "Ouch!" "Stop!" it's done, and if it keeps going it's wrong. IT shouldn't be taken for granted that just b/c the kid is littler the feelings are meaningless.

YES it IS abuse. Any time a child gets hurt it IS abuse. ESPECIALLY if the child is telling the so called adult to STOP.
Is it abuse when a child is telling an adult to stop trying to force his penis into the child's anus? STOP means just that. Period.

I don't know what "owe" means, but if someone is hurting you and won't stop, there is concern. Talk to your parents or another trusted adult about this immediately.

it's abuse if he doesn't stop when you say to. my brother used to do the same to me, and it's still a bad memory.
