any hospitals emergency room can not refuse treatment, its against the law and a $50,000 fine for them to turn anyone away. turning people away at a hospital is negligent and violates COBRA. hospitals can not however give you info over the phone however, its unsafe practice.

Probably. It depends on your health status, primarily. The hospital has an obligation to bring you out of crisis, but that's as far as their medical ethical responsibility goes. Otherwise, if you have no/the wrong insurance, or for various other reasons (you'll have to elaborate, I can't really guess) the hospital has a right to refuse treatment.

It depends on the situation..

Say, someone goes to the ER and they have a history of going to doctors and hospitals frequently to try and get narotics ( pain killers) ..they have state lists ( and no, these can not be viewed by the public ) ..If someone is on the list..or about to be put on it under suspicion..they can refuse treatment..
If it is for financial reasons ( you owe them alot of money) they can refuse to treat you unless it is a life or death situation, then they have to treat you..

Any other reason, they cant refuse..such as sex, sexual orientation, religion, etc...

Refuse to give you your treatment? I can only guess its because of circumstances.
Your under the influence...or
They have not enough beds or staff...or
Your supposed to go to your family Dr for the treatments...
...It could be any reason

Not in the United States. I don't know about other countries but here they cannot refuse treatment.

It might depend on the severity of your condition and whether you paid for the original treatment. If you don't pay, and your condition is not life threatening, they would probably have a good case not to treat you.

No, that is not ethical and not in the United States anyway---call your doctor and tell him if they are doing that to you.....good luck....you can probably sue the hospital........
