Try and have him relax
Have him take his time don't push him
Kids seem to feel pressure and push themselves.
Try to teach him to relax.....just you and him let him say his ABC's or easy words dog, cat, run etc.......Reward him take him for ice cream or whatever
Do a little at a time don't do an hours work on him he's little do 10 - 15 min at the most a couple of times a day then just during the day have him say a word or two
ENCOURAGE HIM show him your proud of him even if he says a few words with out stuttering
Kids want to please their loved ones

I would advise you take him to his doctor but at 4 years of age i doubt they would be concerned. You could try a speech therapist They will focus on pronunciation etc. and i have herd of clinics who do short courses that show people techniques to improve their speech but as i said at 4 years of age i wouldn't be that worried he will probably grow out of it.
People who stutter find it helps to slow down and to breath slowly when speaking.
About the Kinder garden if they are going to put him into a special ed class i would find him a better kinder garden who knows stuttering is not an intellectual handicap (if his Kindy leader/teacher dose not know this i would be concerned about their ability to foster any child’s development)however if they were suggesting taking him out of class for an hour or so to have a work session with a teacher and a few other students who need help (i am talking maybe 2 or 3 other students) were they work on his speaking it wouldn’t be a bad idea but keep a close eye that he is not missing anything important (ask the teacher on a regular basis but also ask the child teachers don’t always remember with so many children to look after) and they don’t make a habit of it (by habit i mean take him out an increasing no. of times to cut class size, let it continue when its no longer needed or put him into other special classes such as English or math when he is older children in theses classes miss more than they learn and would be so much better of having tutoring after school(remember once on the had help list at schools every aspect of development is under scrutiny which often causes more harm than good))

Take him to a speech therapist. Stuttering is not retardation, so there is no reason for him to be in special education just for a speech impediment, but he doesn't need specific help. I had a severe stutter as a child and after years of speech therapy I have been able to overcome it most of the time.
On thing that made it hard for me was when I would lock and someone would try to finish my sentence for me. If that happens, just wait and let him finish himself. If he is particularly excited, tell him to slow down and relax.

Supposedly, people who stutter do not do so if they are reading along outloud with someone. Nor do they stutter if they are singing. You could try practicing these things with him and see if over time that helps him. He may just be trying to talk too fast, have him slow down and see if he can concentrate on not repeating himself. You really may need to seek out the help of a speech therapist.

Smack him in the back of the head and say "You stutter one more time and I will cut your tounge out and make it into a key chain!!" You need to emphisize that stuttering is wrong and not acceptable.

I know of two people who have successfully used two different methods, both are adults.
One used the concentration needed to learn a second language (his Hebrew is great).
The other is a well known (older) performer, who used poetry.
