Most likely inmates in Wasco can receive letters and cards that include a return address, but no glitter, no plastic, and no foil and that are not too big or made of cardboard that is too stiff. You can probably send writing paper, envelopes, and postage stamps in a large envelope, but no pens or pencils. Snapshots may be fine, but not Polaroid pictures because illegal substances could be hidden within. Write often!
Books may not be allowed in a receiving center, but usually inmates can have up to 10 books from Barnes and Nobel or Amazon--sorry, no saving money by picking them up for a quarter at a thrift shop and mailing them yourself. The books cannot be hardcovers, but sometimes mail room staff or guards are nice enough to cut the covers off so at least inmates get to keep the books.
While in receiving, the inmate probably cannot receive the once-a-quarter package usually allowed. The packages are limited to 30 pounds and may be ordered from approved vendors. Items may include shoes, snacks, grooming items, etc. Special orders may be allowed for items like clear-plastic TVs or hot pots. An inmate may require special permission to receive something like a TV.
It can be flustrating when you want to send your inmate a gift. To receive a new book, they may have to turn-in an old one. And if they already have a TV, they may not be allowed a CD player. I suppose the item limits are due to the extreme overcrowding in the California prison system.
Your best bet is to call the prison and ask to talk with the mail room, 661-758-8400.
Let's hold politicians accountable for the lack of oversight that led to the prison system deteriorating into the quaqmire it is now. We need rehabiliation programs to help reduce California's recidivism rate--the highest in the country. Inmates, like the rest of us, need work, but there are few jobs available.

I don't know what they are allowed anymore... probably just paper and envelopes and stamps... if you are gonna send cards make sure they don't have any glitter or foil on them... just plain paper... don't send anything with stickers on it or they will send it back... hope that helps... = ) here's the # to the prison you can always call and ask...
