Nowhere does Scripture explicitly state that animals do not have souls...There is nothing in Scripture I know of that would preclude the possibility of animals' continued existence...The Bible does give us some reason to hope that departed animals will be restored. We read in the Bible that redemption is a cosmic matter. The whole creation is destined to be redeemed through the work of Christ (Romans 8:21), and we see the images of what heaven will be like; beautiful passages of Scripture tell us about the lion and lamb and other animals being at peace with one another.(Isaiah 11:6-8). Whenever heaven is described, though it may be in highly imaginative language, it is a place where animals seem to be present. Whether these are animals newly created for the new heavens and the new earth, or they are the redeemed souls of our pets that have perished, we can't know for sure.

I think every animal goes to Heaven. I think they all have an innocence kind of like a child and are not really evil or good. I know that God created them and he loves them, but not as much as us. They must have spirits like we have spirits inside our bodies until we die. Any living thing that God made with a spirit is eternal. The bible talks about the saints being on white horses so I'm sure all our old pets are there.

Dude!
One of my favorite Zen masters (the only I have met actually) mentioned that this question is a famous Zen kowan of which the answer is a more confusing "mu" .. not no, but maybe not yes. Of course trying to understand mu might keep you up all night.
But rest easy.
Don Bluth said it all in his movie "All Dogs go to Heaven"

No.Animals dont enter in heaven.Suppose you have right to enter in heaven and you have a dog or any other animal you wish to take with you into heaven you can do that. But rest all animals are returning to earth with God order and hell people will see this stage and they would like to be instead of them. They will be jealous for them.Because it is better to return earth than entering hell.

Dog's are not christian or religious. They are not to be given the only two choices that christians give to everyone because they are literally the only non-judgemental friends that man has. Leave the dogs alone, religion!
