You can enter the police academy before you turn 21, but must be 21 by the time you graduate the academy because you have to be 21 in the US to carry a handgun.

Depends on the state requirements. I had to be 21 years at the time of hiring. Some places require only 18 years at the time of hire.
Also, make sure you check the educational requirements. They change as well from agency to department.

In every jurisdiction I am aware of you MUST be 21. That is because you carry a gun. Also, most major PD's require some college i.e. 60 credits. That is about 2 years of college.
