This would be called a utopia, meaning "place that does not exist". In its most common and general positive meaning, refers to an imaginary, ideal civilization, which may range from a city to a world, regarded to be attainable in the future by some. IE: world peace. There are many different philosophers, with many different perceptions of what a true Utopia is....quite interesting.

It would be the best possible scenario. Nations devoting large portions of their budget towards maintaining their military infrastructure could use them to fulfill their developmental needs. In fact this would be a boon for war torn Developing and Less Developed Countries. More over, the innate potentialities of all man kind could be developed to the maximum possible extent. So I would like to live in such a world and I guess, so would all others!

That's a pretty dumb question. Since the beginning of time there have always been wars and there will ALWAYS be wars. People want to be in control and everyone wants power. Common people can't talk things over; how are nations and countries all going to get along? In your dreams!

It would suck. Eventually, one day under this "Perfect World" some new Hitler, Stalin, or Saddam would rise to power. He would look at all the pathetic, cowardly weaklings around him and realize they wouldn't even want to fight. They would take over, kill those who don't believe in them until some nation realized they had balls and kicked their *** and promptly hung them.
The only peace that has EVER been achieved in the history of mankind has been through the force of a military; NOT TALKING!

We would still be in the 1st century. It is because of war and competition that drove the human race to achieve so many wonders technologically. Not that living in ancient times would be all that bad.
