totally a guess on my part, but I reckon they don't do much
breathing. maybe related?

I'm not sure exactly. But I do know that pulmonary circulation is circulation within to lungs toward the heart. Since the human fetus will not be breathing in air, it seems that it would be reduced.

Actually the pulmonary circulation is not said to be reduced but is still under developing condition and is not functioning . The very essence of pulmonary circulation is to oxygenate the deoxygenated blood from the fresh air we inhale. But as the foetus is inside the mother's womb,there is no communication between the growing foetus and external environment. And as such there could be no air which is inhaled and with more oxygen content.So the maternal blood vessels themselves supply the foetus...

The fetus is not oxygenating its own blood with its lungs. The oxygenated blood is being pumped to the fetus' body via the umbilical cord, from the mother. The venous blood then returns to the mother's body, via the umbilical cord, where it is reoxygenated. T
herefore, the fetus needs only enough circulation to the lungs to keep the tissue healthy and oxygenated; the lungs aren't doing any work yet.

Circulation through the lungs is not needed as the lungs are not functioning. During birth the umbilical connection is lost, the lungs take in oxygen and blood is routed there for oxygenation.

The fetus gets oxygenated blood from the mom's placenta. The lungs do not need to absorb oxygen. Less need for blood supply.
