if the dog "doing its business" on the street and the owner doesn't clean it up, would the owner be in trouble? do they have to pay fines? how much?

Technically, in most cities, it's against the law not to clean up after your dog. In reality, that's a really hard law to enforce. You could call animal control and complain to them. They'd probably go out and talk with your neighbor, but unless animal control actually witnessed an incident, it would be really difficult to actually fine the owner.

The type of punishment or amount of fines varies from city to city.

Depends on your local laws. Where I live, it's a fine of $50 for the first offense and it goes up with each offense in that increment. But the thing is, in order to prove this, someone would have to actually take video of your dog "doing it's business" then you walking away or a cop actually see it happen. Sadly, not enough dog owners are responsible enough to clean up after them!
