Justice of the Peace, you find them at the local county court houses. That is who besides a priest can do ceremonies. Its just a fancy name for a judge.

The other two already gave this answer....Justice of the Peace. That is who married my husband and I. It cost about $80 plus some (be sure to tip them.) The one who did our wedding also offered to submit all of the paper work for us after the ceremony, so our marriage licence was mailed to us. Just make sure you meet with the person prior to the day....ours mispronounced my name throughout the entire ceremony.

A Justice of the Peace is a good option. No church membership required. :)
You can find them by either looking in the phone book or going to the town hall and inquiring there.

We looked online for wedding officiants who lived in our area. Some make you go through pre-marital counseling, while others don't. All officiants are different, so make sure you tell them what you are looking for. This option was relatively cheap for us, but make sure they live near your wedding site or you'll have to pay travel fees as well. Good luck with the planning.

Have you ever watched "Friends" the tv show? In case you haven't, Joey married Monica and Chandler. Joey was their best friend. All he did was get annulled on the internet and you can legally marry someone. This is true. I've looked it up. So, if you and your finance have a mutual good friend, you may have them do it. I think it would be neat.
