CPR is used for anyone who has cardiopulmonary arrest. This means the heart has stopped and and the person is not breathing. This can be used for anyone no matter the reason. If a gunshot caused someone to have an arrest, then yes. It delivers oxygen to the person and pumps the blood through the body. It has its limits though. Many people die after 4 minutes without adequate oxygen and blood perfusion.

CPR consists of rescue breathing and chest compressions. If you're just not breathing, then you don't need the chest comprssions. Drowning, heart attack, you name it. Doesn't work too well on gaping chest wounds.
