It appears to be swollen and I've tried applying heat, which didn't do anything.

Do NOT put heat on anything that is swollen. If the body part is swollen it is also inflamed and adding heat to it just brings more blood rushing to the area, usually causing even more pain. Heat in general is effective to relieve muscle pain or to loosen up muscles before physical therapy/exercise and not much else. Put an ice pack on it and elevate your foot, as was previously recommended. When you elevate a lower extremity, you'll probably have to lie on your back and make sure your foot is above your chest. That way the blood is flowing away from your foot and not towards it. You also might try Advil (Ibuprofen), which is an anti-inflammatory.

One thing to always remember: If it's inflamed (swollen), don't add more "flame" (heat).

Feel like spasm of a blood vessel? If there are many could slow the circulation? Do elevate your feet, though.
