It's unlikely that a Downtown DC hotel will provide a shuttle from BWI, but there are several options.

First, there are a bunch of different airport shuttle companies that will take you door to door - they are cheaper than a cab/limo but will still cost between $25-40 a person.

Second, you can catch the Amtrack or MARC train from BWI to Washington Penn station - That's about $10, and you can either cab/walk/bus from penn station depending on where exactly your hotel is.

The third option is to catch the B30 Express Metro Bus to Greenbelt, then catch the Metrorail green line train into downtown. Go to http://www.wmata.com and put 'BWI' as your start location and your hotel's address as your destination and it will tell you exactly how to get there. The fare for that will be between $4.85 and $6.25 depending on the time of day.

Susan, if you purchase an Amtrak reservation 2 weeks or more in advance it can be had for no more than $12 or 15- whereas walkup price may set you back $20+. although a reservation is required, you can rather easily apply the funds to a new ticket for up to one year even if you miss your train. Also research the MARC Penn Line train schedule which is about $6 on weekdays only for cheaper fares. The MARC is much faster than any bus option. As others have said, you need to take a free shuttle bus from the terminal to the train station for either MARC or AMTRAK. Allow 20 to 40 minutes in between landing and getting on a train. When you are dropped off, you may need to cross over the tracks through a closed system of pedestrian tunnels and elevators to reach the southbound platform, however the shuttle drops off at the northbound side in front of ticketing. There is an Amtrak station nearby that goes into DC.

Baltimore is closer. There is a light rail (cheaper) that takes you directly into downtown. DC is 45 min away.

It is best to check with the hotel you are staying at.
If they don't have a shuttle, they may have an arrangement with a car service, or very individualized directions.
