both will increase red blood cell count as more of thinner oxygen is needed at higher altitudes and when excercising you need more oxygen to have enegry

Exercise show have minimal affect on your blood count. Perhaps it could increase it a little, but I doubt it would have much affect.

On the other had moving to altitude is well know to increase RBC mass as the chronically lower oxygen levels stimulate the bone marrow to pump out more RBC's to compensate.

The difference is you may have some brief episodes of hypoxia (low oxygen) during exercise, but if it is not sustained it will not have much effect.
