Well any exercise is good. Stomach crunches will help the muscle tone. Multiple sets and varying the emphasis from sides and middle will help as well. Yet you still need to lose body fat all over. You will not spot lose. Having great abs can still be hidden by the body fat.
Try to maintain a healthy diet....

Get the Abs of Steel workout; too many crunches to count. Also, it is likely that you have a body type that just doesn't lose abdominal weight as evenly as from other parts of the body. No matter how much toning you do, the distribution of fat will be the same. You may have to drop a little more weight to see results, but the proportions will be similar. Working the abdominals with crunches and leg lifts and other similar exercises will tone but will not make excess fat go away from that area.

I have a video called "8 Minute Abs". It targets the stomach totally and seriously wastes NO time...it IS 8 minutes. I'm not sure where you can get it now and I've tried to search my first choice (Movies Unlimited), but maybe Amazon or Barnes and Noble...my favorite search site for shopping is "Shopzilla". Good luck. And like I said..I love the video I have.

i'm guessing you've already tried crunches and other exercises targeted to that area, so i wont suggest the obvious.
my understanding is that doctors think that 'bad fats' like saturated fat and transfat cause you to put on weight around the belly, even if you are othewise in pretty good shape. cut-back on these in your diet should help you get the figure you want. the bonus is that people who lose the belly-weight also have longer lifespans.

Try grabbing onto a chin up bar, do tons of hanging leg raises. Push-ups help you tighten those core muscles too. Another one is the Pilate leg scissors.
