These fixtures are available from commercial plumbing and industrial supply wholesalers. Grainger industrial supply is one of the largest, and you can find them on line at grainger.com.
The site is rather hard to find things on for the average person , but they do sell all of the things you need for commercial application restrooms you're asking for.

P.S. these partitions are usually not at home supply stores, are of different materials depending on application and size, and don't take anything special in construction to install, just basic building and attachment knowledge...

Most any Restaurant Supply or Building and Lumber store would have that. It is basically Press board with Vinyl paint or coating.

look in your newspaper under partitions or bathroom specialities. these are used mostly in commerical applications and need special backing in the walls to carry the weight of the end postat the rear and the front post where it ties to the ceiling
