I am talking about domestic cats only. I care for several feral colonies and I worry about them but they are much smarter and you can't contain them.

No, it is never ok to let your cat roam free. There are diseases, cars that can hurt or kill, other animals that can do great damage to yours, there are more reasons to keep your cat indoors than to let it roam. The life span of an outdoor cat is much shorter than an indoor cat. Do your cat a favor, and keep him indoors.

It all depends on where you live. We live on a small farm and have have 6 cats. Only three are allowed in the house during the day if someone is home. The other 3 cats are ferrel and stay outside all the time. We only let the 3 cats stay in at night if the weather report calls for inclement weather. We do have lots of wildlife that live in this area, but in over 20 years have never lost a cat due to anything other than old age.

No..of course it's not OK. The Humane Society and the ASPCA is against it as well. I've known too many cats that have either been poisoned, run over, attacked by other animals etc.

If a person would not let a dog roam, why let a cat roam?

I think it depends on where you live and the cat's personality. I live in a rural area and had 2 cats. One of them didn't like going outside much except for summer when he would go out and lay in the sun. He would have been fine in the house all the time. My other cat, who lived to be 18, spent more time outside than inside. He wouldn't have been happy being kept in. He was a hunter and needed to be out mostly hunting mice. I do not think he would have lived long if he had been kept inside.
Cats have never really been domesticated. They will accept humans and live with them but most cats will survive on their own in the wild.
Also, when a kitten is allowed to explore outside, he learns of the dangers and is better able to look after himself. While a cat raised inside, always wanting to be outside will eventually find a way to get out and is in more danger than he would have been if he had been use to going out.
Its also very common for people who keep their cats inside all the time, to get them de-clawed because the cat's instinct is to scratch to keep his claws sharp. A cat that has been de-clawed has no means of protecting itself if it should somehow get outside.
If you really love your cat, let it be the cat it wants to be. Would you like it in a prison no matter how nice it was?

no it is not ok , it can cause you to lose your pet and it could also bother the neighbors
