I would avoid any chain restaurants unless you can get reservations or eat really early or really late. They're really crowded on Valentine's Day!
If you can afford it, Sweetwater Tavern (Gallows Road in Falls Church and Centreville) or Artie's (Fairfax) are wonderful. Olive Garden can also be nice.

Chef Geoffs on New Mexico Ave is great food and reasonable
Matchbox near the MCI Center is lots of fun (the sliders rule)
Indique in Cleveland Park has fantastic Indian food

Go to a cafe, because ordinary restaurants just arent that romantic. Or even better, a tea shop. Go light on the main meal, then eat a heartfelt dessert. Always works with my boyfriend. Good luck.

The bedroom comes to mind..unless you can get pregnant...than it's VERY expensive. ...All depends on where you live...If I lived near any water, I go to the beach..(be it lake, ocean, river)...take a picnic supper, some "alcohol" (be it wine, champaigne, beer, whiskey shots..hehe), romantic music...dress appropriately and enjoy nature. It's the most romantic thing I can think of. (Aside from a sleigh ride in the snow..which, I'm sure, is NOT cheap..hehe). For something different, I recommend the Quarterdeck restaurant in Rosslyn, VA. Is it super, inexpensive unless you get crabs, and even then it is reasonable. It is a DIVE! But a dive with character, and delicious food. In addition to the crabs, I highly recommend the crab soup, the fish sandwich, and the oyster (aka aphrodesiac) po-boys.
