Try clicking Start, Run..., and type regedt32
Once you are in the Registery Editor program, Click on Window, on Menu bar and choose HKEY_Local_Machine.

Double click on Software, Highlight the Maxis yellow folder. Hit the Delete key on your keyboard (the one beside the Insert, Home, Page Up, End, Page Down keys).

Just doing that may fix it. If it does not, then you can manually remove it from the Uinstall Menu (in the Add/Remove Programs deal under control panel) by doing this:

In Regedit32.exe (which should still be open) find this key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall

This means repeat the steps I had at the beginning, but instead of finding Maxis (under Software), then scroll down furthur and find Microsoft. Then double click Microsoft and find Windows, then double click that, and goto Current Version, then to Uninstall. Double click the Uninstall folder and you'll see some subfolders under it. Look for something pertaining to either Maxis or Sims2 (its in alphabetical order). Highligh the yellow folder (do not highlight the Uninstall folder, but highlight the individual subfolder underneath it for Sims2) and hit Delete key.

Doing those steps will remove every trace from registery.

This is normally not necessary. But in the event that those steps above still does not fix it, then you need to delete the Maxis folder under HKEY_CURRENT_USER. To get to that, click on the world Window (on menu bar at top and choose HKEY_CURRENT_USER). Now repeat the first set of steps (click on Software, then delete the Maxis folder).

You'll need to delete all traces of it from your hard drive and your registry to reinstall it.
