I have never read it either but I have often heard it. Why would you think that it is in written form somewhere? Did you think that it came from the bible? It didn't

basically when you're in a new place, do what the people around you are doing

for example, you walk into a library and you've never been there and you see everyone reading, you should probably make like the romans [people in the library] and do what they are doing--read.


another example- say i go to a new country and i have no idea what is going on, i would probably look around see what everyone else is doing and try to take part in it.

That's something that I did more or less when I was still visiting my mother's family: don't be rude toward your host. If you don't want to do as they do, don't go any more.
