Many staff members are performing double duties because of a freeze on hiring, yet this is still considered within the limits tolerated by Bank X.

Yes that makes sense. It means that one employee of a company has more than one job/position within that company.

I agree with the first and third responder. Either way of phrasing would be clearer than what you have now. I might change "limit" to "parameters" or "guidelines", if you can.

Uhh, not quite. Hard to know what you mean. Maybe if you say 'holding two positions' it would be better.
