When do you use "size up"?
and is it used in pubblic or in private?

To "size [someone or something] up" is to use your knowledge about that person/thing to form a judgement or opinion about him/him/it. It's used in public and private situations.

Examples:

I got a new co-worker last week. I sized him up in the cafeteria and he seems like a nice guy.

She sized up her date and wished she had stayed home!

if your talking about size up as in penis size up then use a ruller or measurer that extends and no dont do that in public if your talking about size up as in body weight get you a scale if you dont have buy if you cant afford one go to your local docter and ask them can you use theres and you can do that in private or in the public
