i really like this guy and we talk all the time, but his girl friend just dumped him. I don't know what to say, i like you or it's ok. And he keeps saying i miss her, i miss her. should i make my move or wait till he is over her.

Wait, or you will be the transition girl. He has to get over her before he is ready for a real relationship. Just be there for him while he is hurting and eventually he will be ready to move on. And if he sees what kind of great and caring person you are, he might look at you as the person he wants to be w/.

Give him time. Don't make a move unless you want to be a rebound. The guy is in a vulnerable position right now. He needs time to recover from the relationship.

Unless you want to be the rebound girl I would probably give this one up or wait it out you might be able to go for it some day but not now!
