Your mind is actually made up of three different levels, and they are all running, all the time. One level is like a giant control board, that keeps your blood circulating and your heart beating. Another part is semi-automatic -- that's the part that controls your breathing, for one thing. You breathe without thinking or, to a certain extent, you can control your breathing if you wish. This part also controls reflexes -- like snatching your hand away from a hot stove.
Then there is the part that 'thinks' - and it, too, runs nonstop. Even when you sleep, your mind continues to operate. That's why you dream.
It's a pretty wonderful mechanism!

very good observation. People think their mind and intelligence is "Theirs" . suggestive proof that intelligence is a separate entity all together. if your mind is yours turn it off. you cant because it does not belong to you. you do not control intelligence or your senses. one cannot "turn off their senses" or shut their minds off . it never stops regardless of wht YOU want. Why because intelligence isaa universal field type thing that is independent of self.

...depends on your mental health. Most people are caught in a self perpetuating mental neurosis. ideally, your mind should be silent until you choose to use it.
