To turn left? You mean a street, BEFORE the railroad crossing? Well, if you turn left before the RR signal onto a road then thats ok.

If you mean to go to the left off the gate and go around, then thats not legal.

I don't know that it's legal to run a red light anywhere. Now if it's socially accepted in your area is another thing. Normally, if the opposite side of the intersection is blocked by a moving train, the traffic signals will still operate for all other sides.
I don't know what area you live in, but in San Diego, when a train is running across one street, the cross traffic will still get a green light and the left-turn signal will still operate for those across the intersection from the tracks.
So as to the legality,... if the light is red, no it's not legal. You are only allowed to make a right turn on red, and that is not even legal in every area. Just check with your local laws.

You cannot drive on the wrong side of the road to bypass a safety gate. You have to be really really stupid to want to... Remember that a train packs a lot more power than your car and will not stop for you... so don't stand in the middle of the tracks to try and use your mind powers to stop the train either...
