It doesn't really work that way. It depends on what your problem is. It would be nice if there was a program out there that could find all your problems and make things better!
Unfortunately, the best option is to format your hard drive (after you backup what you need). Then start over from scratch installing Windows. Make frequent backups with a program like Acronis TrueImage. That way when you notice your system running slow next time, you can go back to a backup when things were fine.
