There are many different scenario's here:
1.) If they like you then maybe as the first person said they aren't confident enough to talk to you first.
2.) They maybe are old fashioned in that respect, the man may have to make the first move with them.
3.) Fear of rejection could be another reason.

Just cause they make eye contact with you doesn't always mean they like you. Go talk to them and get to know them and then maybe in a week or however long ask them out. Make the first move.

Maybe because they could be shy, or they think that you are a nice guy but you aren't intresting enough for them.This is just an opinion so son't take this serious!
