He/she isn't dealing themselves cards. Those are "burn" cards. In between the Flop, Turn and River a card is set aside called the "burn" card. This provides some insurance that there is no cheating going on by strategically stacking the cards. It is similar to asking the person to you left to "cut the cards", it insures that the person shuffling isn't cheating. In some small venues it is required to cut the cards although some players think it is bad luck to do so.
