Some fall in love at first sight, others just meet each other and learn about them for a certain time.In friendship some fall in love, because they hang out a lot, they've know for a long time and all of a sudden they start to feel interest towards them,they know a lot about each other etc. And of course it takes two people to fall in love, unless there's a third person who's in love with the same person, but that's another story, so yes in both question. =)

from experience, the best way to do it is to be friends first. that way, you already know eachother's interests and personalities. it's easier to be comfortable with eachother and you don't have to go through awkward moments because neither of you knows what to say. become close friends. get to know eachother then get it on! hehehe
