it might be ! But if the cd is scratched it will miss alot more - there maybe a few other reasons
1. You may have to do a manual format on the hard drive so that you have a clean slate to work on - the format the windows xp disk does not actually get rid of the data - look at the device manager and get the make of the hard drive and then visit their web site and download the hard drive diagnostic disk (via google of course) do a full format
2. May have bad sectors on the hard drive and therefore the installation can not install into this - therefore you may miss the .dll file (dynamic link library - files) - perform a check disk on the drive > click start > run > type CMD > then type CHKDSK /R press Y and then restart the computer
3. Or perform a system file checker - click start then run > type sfc /scannow
4. Also download the latest updates for windows

no, it generally means...too low speed of cdr, memory or hard drive conflict.
