Because they are irresponsible and stupid. If you see a child in a car unattended, you should report it. That is considered neglect in my book and they don't deserve to keep their child if they are going to treat it like a dog.

In AZ, there are laws against that. It is called child abuse, and punishable by law. It is also illegal to leave pets unattended inside a vehicle in AZ. That is known as "cruelty to animals."

Because normally people do dumb stuff and tell themselves "I'm going to come back in 10 minutes" and then find themselves drinking and 10 minutes turns into 6 hours

Laziness has to be one of the main reason. It's easier to leave them in the car than to deal with them in the store.

Stupidity. They feel like they can't handle their children wherever they are going and decide to take the easy route. However, it doesn't turn out to be so easy on them once something happens to their child.
