The portrait is in dark colors and the man has a small mustache and a red beret on. there is no signature of who painted it. Also it was painted on the upson board from lock Port, new York. Any ideas about where or who may have painted it?

Its a visual question, show us the picture. Are you telling us that the upson board was made in Lockport, New York? or the picture was from Lockport? If there is no signature or other identifying marks and it was painted by a nobody with no track record in the auction rooms, or other paintings available to compare it to by the same hand or knowledge of the identify of the subject; you have a picture of a guy with a small mustache and a red beret that because of the nature of the support that it was painted on was probably painted no earlier than the third quarter of the 19th century, which you like or you don't.
