Sure are, in fact, the brighter the better. Go crazy and wear one with patterns on it like ships or Mickey Mouse or Tigger or whatever suits your fancy. It brightens up a dull day for everyone. (Some guys wear the wild stuff and keep a more conservative tie in a drawer in case they have a client meeting.)

Yes. At the CPA firm I used to work for we were all issued blue suits, white shirts and red ties on the first day.
OK I am exaggerating a bit, but we really were given a book on acceptable business attire.

Without knowing more details, I would say yes but wear with caution. Depending on the shade of red and the pattern, the tie could be "loud" or otherwise visually overwelming. Some people also see red as a power color and will interpret it as agressive. But generally, there's nothing wrong with a red tie, especially if it looks good on you!
