I earned income in GA and paid taxes on it. On my AL tax return I can claim a credit. On my GA return I will receive a refund. Am I entitled to both?

You pay GA tax on the money earned in GA. If you have a refund coming on that return, you'll get it. AL then gives you a credit against your AL tax liability for the taxes paid to GA. If that's enough to cover your AL tax liability you'll get any excess. If it's not, you'll have to pay AL the difference. Each tax return stands on its own merit.
