I've tried practically everything mentioned by the other responders! I always get those bumps, too. I finally tried a depilator (hair removal cream)...no more bumps! I prefer it much more than shaving! Plus it lasts much longer.
As for the bumps. Try using an astringent or witch hazel after you shave. Put a little on a cotton ball and rub it over the area. It cleans the pores and does help a little bit with preventing the bumps. It also will help dry out the bumps you get.
Use a tweezer to pull out the ingrown hair. It hurts...but feels much better than being irritated by elastic.

Alright, I have very sensitive skin and I feel your pain. I've found that I can shave against the grain and minimize shave bumps by using a good shave gel for sensitive skin and a new sharp razor. When you shave, make sure that your strokes are very short and try not to repeat strokes over particularly sensitive areas. You know your body and you'll know which spots are worst for you. Also, after you shave, the kind of panties you wear will affect the irritability of your skin. I suggest boy shorts to minimize that irritation around the bikini area. Lastly, a little fail-safe just in case you do get shave bumps and you need them to go away quickly... try using Balmex or Desitin. Creams used for diaper rash on babies. It soothes very quickly and reduces the redness. Hope something I mentioned helps. =)

First of all, ALWAYS use a new razor. Exfoliate the area before shaving, either with like a facial exfoliant or just a wash cloth. Use a good shaving cream like Aveeno sensitive skin...its THE best! They also have soem stuff called Bikini Zone that is like an after shave stuff that does a good job of preventing the bumps. It smells like rubbing alcohol and kinda stings for a few secconds but it works great.

Use "Bikini Zone" or any product containing Lidocaine. It comes in a gel or a cream. Pat in on directly after you shave and once a day for a couple of days after. It's soothing and you won't itch or have bumps. One word of caution, it my sting a little, but certainly not much. Also, when you shave, make sure you use a new and sharp razor. Shave lightly-don't press too hard. Make sure you use shaving cream. You'll be fine.

Shaving lotion, hot water, new razor. After, wash with soap and keep area clean for a while. You do not want the open pores to collect bacteria or become infected. That is how the bumps start.

you need to exfoliate the area before you shave. those bumps are probably trying to be ingrown hairs, so if you get some of the dead skin cells off, that will help. also, this will sound crazy, but it works- right after you get done shaving, spread some triple antibiotic over the area, and you won't have that problem! cosmo says so! :o)

You are getting red bumps and irriation because you don't have the Seiko Cleancut Shaver. Anyone who doesn't have one of those is like a cowboy straddling a cactus. Go to BeaverShaver.com and buy a Seiko Cleancut Shaver. Your beaver won't regret it. Make sure to get some Tend Skin too. It always helps to moisturize after you have shaved the beaver.

Try using lotion instead of shaving cream! otherwise i don't know if this works for all women, but try shaving most of the area with the grain of your hair not against. It will reduce the itching and redness! And if those don't work, try waxing, or call a beauty salon to see if they can give you any suggestions.

On your bikini line it is actually best to use a one-blade razor. Also, exfoliate before hand and soak in warm water to make sure the hairs are soft. You should also trim it to about 1/2 inch. Afterwards, apply some type of soothing oil.
