Read two books

"The Homework Myth"
and
"The Case against Homework"

You won't find them at a public library (probably banned) but Borders and Barnes and Noble both have them. They have all the pros and cons of homework, and still come away saying that the amount of homework is unreasonable and destroys a love of learning.

Can't illegalize it, but parents can say no more.

Homework is what makes the difference between a good paying career and a job at McDonalds.
Even if it was made illegal for teachers to assign homework, kids with parents who wanted them to be in the well paid jobs would have their own tutor & homework plans (can't make it illegal for parents to set up homework) , and the kids of slacker parents would end up with all the jobs at McDonalds and POOR forever.
Do you plan to / want to live in poverty your whole adult life ?

No, I think we get too much homework, and schools should find a way to give less.
