Bichons love the snow, I have two and I live in the Sierras.
That having been said, Bichons do not have much body fat and should not be out in that weather for more than a half hour at a time. When the weather is in the 50s and rising they can stay out longer.
If you think that dog is in distress, go get it and bring it inside your house. Explain to your neighbors when they get home.
I hate hearing about people who leave their little dogs outside all day. Maybe you could find a way to suggest a doggie door to your neighbor so that the poor little thing can come and go as it pleases.
I am always outside with my dogs, winter or summer, there are so many animals larger than they are, predators (wild and domestic) that these small guys are just vulnerable and can be easily carried away. Coyotes do jump 6 foot fences here so I know what I am talking about.
We also have some very large black birds who take swoops at our little dogs. Nature's awesome, but deadly.
I agree with the above people. This dog is an inside dog. Have a chat with your neighbors and if that fails, call the authorities.

It's sad that the poor little thing has to stay outside when they are out. It's shameful actually. It shows me that they are not dedicated to training the dog and allowing it to stay in the house. If you know them, suggest a crate for indoor use. The dog should be okay in those temperatures for a good while, their body temperature is much higher than hours, plus being a furry Bichon will help keep the cold at bay. If outside is the only thing they will do they should have a dog house lined with straw of hay.

All right, at the risk of sounding like a d*ck, DO NOT trespass onto their property and snag the dog. That's a temporary fix at best that only puts you at risk and does nothing for the dog but give it one nights rest. Contact your local SPCA or, failing that, an animal rescue center(on the internet there are groups for every imaginable animal) and explain the situation. My experience has been that people that leave an animal out like that will not be swayed by anything other than something official telling them that they can not leave a lap dog out like it's a Husky or something. Adopt the dog if you and they are willing, but they'll probably just get another dog to suffer in its place. I would contact Animal Rescue in the vain hope that an outside party will educate them enough to where they won't do this again. Best of luck.

Most municipalities have an ordinance or laws regarding dogs left outside. Research the animal code law in your area and if you feel the dog is not being properly cared for outside by not having shelter, fresh potable water and food, you could always get a copy of the law and place it in your neighbor's mailbox and see if things change. If they don't call animal control and report the neglect.
What you've explained would have been enough for me to call and report the dog's situation. They obviously care little for this dog if it's outside all the time. You may be saving the dog from a horrible life being forced to live in a yard.

Leave them an anonymous note (keep it friendly) just saying that you know they probably don't realize it, but their dog barks alot when they aren't home. Give it a couple days, and if they haven't done anything about it, then call the police to file a complaint. Tell the police you are worried about the dog's well being.

That's outrageous! That's a small dog, meant for love and companionship only. It should NOT be left outside all day. I would call the humane society or the SPCA. If that fails, I think I would go over and get the dog myself. I don't know why people like that even get dogs.

I have a dog to and hes a jack terrior and for him its really cold because they dont have fur to insulate themselves so make sure you at least tell them to take him in before they leave.
