He's just being transferred for either some more training or just a basic posting. This will be the first time he's been outside the 48 states. First he went to basic training, then he went to something else, then he went to California for a while.

cant speak for the marines. but the army gave us leave before transferring to any new station,, you just have to request it on a form and turn it in
